Governance at New City College
New City College Corporation was formed on 1st April 2017 following the mergers of Tower Hamlets College (established under the Further and Higher Education Act 1992) with Hackney Community College (in 2016) and Redbridge College (in 2017). Further mergers followed – Epping Forest College in 2018 and Havering College of Further and Higher Education and Havering Sixth Form College in 2019.
The Corporation has the status of an Exempt Charity, under Schedule 3 of The Charities Act 2011. This means that, although subject to general Charity Law, it is not directly regulated by the Charity Commission, but by a Principal Regulator appointed by the Commission. The Secretary of State for the Department for Education has been appointed Principal Regulator for Further Education Corporations.
The Corporation is governed by the provisions of legislation and, within this, determines the rules and procedures for making decisions on corporate affairs including the process through which the organisation’s objectives are set and performance monitored. The Corporation is collectively responsible for the quality of the service provided to students and stakeholders, as well as ensuring the effective use of resources. Members of the Corporation represent the interests of the local and wider community and bring a mix of expertise and experience.
